Nathan is pretty darn clear here. The absolute best thing for Sophie is to blame everything on Atter, and that be the end of it. If Sophie is responsible Aaron and Kally will nuke the site from orbit (okay dragon altitude), and with Malsa’s permission at that.
In that same vein it seems that, while Sophie can pass the blame toward Atter, Biana is the one passing the blame by pulling Sophie’s strings (assuming this was Sophie’s order at all, which is in question). We already saw that Biana, not sophie, warned Aaron Kepler to retire and Atter specifically said that his job was to force Aaron to retire without killing him if possible (most likely because that would turn him into a martyr, and likely a living martyr if it failed). Biana was the one talking with Peter on the phone before calling down Skyhammer as well.
That said, politics are a dirty thing. If everything is “you ‘scratch my back’ and I’ll overlook the the illegal and immoral actions you are taking” then, at the very least, both groups are morally culpable and may even be legally culpable as well. Furthermore the trading of favors is such that the “illegal and immoral actions” that you choose to overlook for those trades are always ones that either have absolutely no affect on your power base (not likely when talking about a relative of the “civil council” ruling body and a war hero who has the clout to be a threat to the military itself) or it is something that actually works in favor of your own plans. The only time you would take a loss in one of those political trades is when the gains are far above your losses, you have no choice and so are making the best of a bad situation, or when unexpected consequences turn the thing negative.
Considering Biana’s semi-exiled position on Palindra it is unlikely she can force those in central to take a loosing deal, so their lack of intervention in her activities up to this point (including attacking Kali, attacking a member of Pact, the release of Atter, and now the act of very specifically allowing of the use of Skyhammer by sending someone to intentionally delay the stop order till it was too late) must be in aid of SOMEBODY’S plan. Specifically these actions have been allowed because somebody in central WANTS them to happen.
This doesn’t make Biana any LESS of a power hungry mad-man (mad-woman?) but it does show that she isn’t the ONLY true villain involved…
My read is that Arron and Sophie both are out of reach of IDS headquarters because of who they are (it seems like they are both veterans of the incursion, with loyal and powerful minions). Biana’s power on the other hand is purely political.
Cynically they seem willing to let Malsa get messed up by Biana’s plans rather than have to deal with Biana being in central. This raises a curious point that maybe she was sent there in the first place to get her out of the way of Central.
I do not get the feeling they think the Malsan’s have real chance of killing Sophie or Arron, but Ricci seems concerned they might be able to kill each other. This makes sense since one of them has Atter, Elizabeth, and the Monster Hunters and the other has two people with “Summers” for a last name.
How much they actually know about Peter is up for debate. From this conversation, it seems they do not actually know what he is up to either, or they would probably take the Malsan threat more seriously.
I think it’s more Biana was sent over there because apparently she has stupid amounts of political power and is bat**it crazy enough to nuke civilian targets while bragging about it on a phone call.
She’s still that crazy, so the best option for them is for her to get herself killed.
