I was worried their for a bit.
This comic’s setting and cast of characters is so large that I sometimes have difficulty keeping track of it all. That’s a good thing, though… mostly. But I forgot that little Miss Kokato, here, is the defacto, acting ambassador to Arpon, which made this scene hard to ‘get.’
So, IDS’s first move is reactionary, which is to either verbally convince Arpon’s military that their president is being held in Resh territory or to plant evidence to suggest as much? Does this mean that IDS is trying to trigger a war between them? If so, is this part of what Miko said about a predictable timeline?
At least, given what Miko just explained, that scenario makes the most sense to me. We’ll just have to wait for confirmation.
This isnt the IDS Kokato said it herself: she gave permission for her special forces to violate national borders to rescue her. Guess we know where Mium took her, or at least where he left a trail as such.
I would explain it, but that would be spilling all of the beans.
Reread the entire comic, this is all one thing. All of these plans were in motion when the comic began.
Biana’s current plans were to force Malsa into a subservient position.
Peter’s current plans are to disrupt all of Biana’s support.
… and thus bring balance to the force… wait, wrong franchise.
It appears that Biana has given Senor Kokato several technologies. One of those being a homing beacon to find him. I am pretty sure that F-5 took Senor Kokato to Resh. All he had to do was get the package there, even with severe failure in the plans of getting there, just the trying would succeed for the larger plan.
Don’t forget that M.Y.M. can detect an enormous range of electromagnetic emissions, and can probably block and spoof at will. Add to that Peter’s love for misdirection, and you’ll see why Occam’s Razor might NOT be the answer, here. ^^

Occam’s razor when applied to peter tells us that he’s playing everyone. everything else matters less than you would think in that determination.
I think that Arpon is the IDS’s closest ally in the region, and Resh is the most powerful country in the area. If Peter manipulates Resh and Arpon into a conflict, than the IDS either has to bail out Arpon and antagonize Resh, likely making them stand with Malsa, or abandon Arpon and lose influence in the region.
I strongly suspect we are only on the first layer here, because just making them cross the border is too simply for Peter. @BuilderOfCastles’ idea that the IDS is the one that gave Arpon a way to locate their missing president (maybe on the assumption he was in Malsa) could up the ante, as he could maybe prove the IDS was pulling strings.
He has already made sure they are cast in a bad light in front of Resh with this meeting. If he can convince them that the IDS is siding with Arpon against them, he could maybe sway them to Malsa’s side (it was said elsewhere Malsa is an important trading partner for Resh).

could be “…predictable timeline, for us..” or “…can be modeled predictably, for us…”
