I think we can take the hologram as given fact. Peter is transparent in every panel, not only the last.
We also know that all his “guardians” including Naomi are busy.
So why “doesnt matter” and “time is up”?
It must have bin days since the last time something around Peter blew up. Its kind of a running theme.
So I think the holographic device is also a timed bomb. Not enough to kill the goon (because Peter doesnt kill when there are other options. The goon might be a ressource later) but enough to almost kill him. Enough to carry a certain message:

I think he is pulling the hologram trick again? I mean he’s got the magic sparkles and looks just a little transparent in the last panel though it could just be my imagination. The guy who is talking to him is also nicely drawn to be getting damp in the rain, effects that I notice to be lacking on Peter.
Last time he needed Naomi nearby with a device though, hmm.
Good catch on the rain effects. Normally I’d assume that was just a missing detail, but they are very clearly drawn on the goon. Combined with the slight blur and transparency.
As Byzantine says, this looks prerecorded. You can see that he actually cuts off the goon slightly. Peter probably left a pause for a reply, but the guy talked longer than expected.
Also, notice that he is not wearing his coat, but was wearing it when we last saw Peter, so this was probably recorded before he even left the house.
My guess is he did not actually need Naomi there, he just needed the device there, but Naomi was the device delivery mechanism. Remember that he was probably sending Naomi to protect Arron from an assassination attempt originally, the message part was likely secondary. He needed the Eidos card because I think he was actually controlling that one remotely, while this one is probably just a prerecorded video playback.
This could explain part of Peter’s ability to mislead anyone that tries to follow him. Imagine the ridiculous amount of confusion he could cause with these hologram autocasters + prerecorded messages/movements and maybe a touch of Ellipses to better make the real Peter disappear? No wonder there is no one that can find Peter when he doesn’t want to be found.

I don’t think suit-man is bantering in lieu of saying what he wants, so much as attempting to establish that he (thinks he) knows Peter is bluffing with any bravado in this encounter, and that they finally have him cornered. Why is this not “clever banter?” Because by establishing this, he thinks he can short circuit a lot of posturing from Peter and make Peter listen to what he wants with the knowledge that Peter knows he knows that Peter is actually cornered.
The fact that Peter is not actually cornered is a given, for those of us following along at home, but in this guy’s position, he thinks the establishment of dominant posture in the immediate sense is actually accelerating the part where he can get to his point and tell Peter what he wants.
If you see Peter at all it is probably a hologram. The real Peter is on a different planet enjoying a vacation, since he already beat you and has a few months before you notice.
